One working way I found out to fix copy addon loop on modern warfare game is,instead of downloading everything just download the campaigns.

Delete the game.

Disconnect the WiFi or Ethernet cable

Eject the game.

Power off the PS.

Hold the Power Button down until it starts back up and youll hear a second beep.

You should now come to a Boot Up Menu prompt. Release the Power Button.

Select the option to REBUILD the Database. Let it go through the motions.

Once youre back up, Insert the Game and it should go through the motions of copying about 35GB onto the PS. Immediately after it should install about another 16GB.

Once these 50GB or so install the game should now start up.
