I just started using the fly cheat and twice tonight after playing for a while, suddenly my character speed increases greatly when in Fly mode. It goes back to normal when I restart singlplayer. I dont think it matters, but theres two fly poses, so you should see if you can get those and try with the other one as well.

Im not sure what happened in your game but if you press up on the D-pad while flying then youll go faster. You have to keep pressing it to increase the speed. Weeeeee there you go! Itll reset each time you turn fly mode off and back on again.
