Thats not how it works in most crossplay titles, and even if it were with NATIVE mouse and keyboard support for consoles anyone could use mouse and keyboard as an input method.
Most crossplay titles put you into the pc queue if you plug in a mouse.

You are far far far more likely to run in to someone hacking on PC than someone trying to spoof aim assist on console. Just because other games might support it doesnt mean blizzard has to, nor do they want to. Theyve given their current stance, and youll just have to live with it.
