With the PS4 Pro, there is a large X clamp holding the CPU firmly against the mainboard and giving the heat sync a good connection to get rid of the heat. I found that one of these screws was very loose. Enough to turn a screwdriver one and a half rotations.

Do not over-tighten the screws, just give them a check to make sure the screws are tight. Not all models have an X clamp. If you are using a model that does not just make sure that the screws and fasteners around the CPU are tight to make sure the heat sink can work correctly.
